Comment on Opportunity to sign-on to a submission to the DAC on ODA and Covid-19 vaccines

Thank you for your helpful thoughts and advice on the complex issue of ODA eligibility of Covid-19 R&D and vaccine dose donations, and thanks to those of who’ve expressed they’d like to sign onto the letter.

 

We have developed some strong collective points, but as you’ll have seen from the email exchanges, there are diverging views among CSO colleagues, particularly on the question of whether donors should be allowed to report their Covid-19 vaccine dose donations as ODA. I’ve consulted with Nerea, and given these difference we agreed that at this stage it would be too premature to send a joint CSO statement to the DAC for their WPStat meeting this week.

 

We’d like to suggest the following steps to take the work forward:

-          Early next week, Nerea will follow up with the DAC Secretariat to get a readout of where the discussion landed at the WPStat meeting. This should help us better understand the politics we are working with.

-          I’ll set a call next week, on June 23rd or 24th, to discuss our approach as a group, and (hopefully!) find common ground to finalise the joint submission.

-          We’ll aim at sending the joint statement to the OECD DAC by Monday 5 July, so that DAC donors can have it at hand ahead of their next DAC meeting on July 9th.
